Cedar Creek Watershed

Details

The Cedar Creek Watershed is the most central of the Milwaukee River Basin watersheds, encompassing portions of central Washington and Ozaukee Counties. Cedar Creek is 28 miles long, beginning its journey from the headwaters downstream from Little Cedar Lake to its confluence with the Milwaukee River near the City of Cedarburg. Land cover in the Cedar Creek Watershed is primarily rural, with agriculture dominant (49%). Other rural uses include wetlands (16%), grasslands (15%) and forest (11%). Two major wetland complexes, the Jackson Marsh State Wildlife Area and Cedarburg Bog State Natural Area, are located within the Cedar Creek Watershed, providing important habitat for fish and wildlife. Urban areas comprise about 3.5 percent of land cover in the watershed. Portions of the Villages of Germantown and Slinger, the City of Cedarburg, and the entire Village of Jackson are the incorporated municipalities in the watershed. Big Cedar Lake (932 acres) and Little Cedar Lake (246 acres) are the largest of the 16 named lakes in the watershed (Appendix B, page 81). Both lakes have active lake associations and have participants in the Self Help Lake Monitoring Program.

Ecological Landscapes for Cedar Creek Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Most of the stream miles in this watershed are capable of supporting a full range of aquatic life if stressors were reduced or eliminated (see Appendix A, page 64 for details about the rivers in the Cedar Creek Watershed). No outstanding or exceptional resource waters are located within the Cedar Creek Watershed. However, nearly 12 stream miles are listed on the state 303(d) list as impaired waters needing attention. Lehner Creek supports a diverse forage fish community, but has the potential in certain areas of supporting cold and cool water fish species if streambanks and in stream habitat were restored. Five miles of Cedar Creek are listed because of PCB contaminated sediments. This stretch of Cedar Creek runs through the Village of Cedarburg, where water is slowed by several dams, allowing contaminated sediments to settle out. The source of the contamination has been identified, and some sediment clean up work has proceeded in the upstream most portion of the contaminated section of Cedar Creek.

Little Cedar Lake P & R District: Starry Stonewort Containment In Little Cedar Lake: The Little Cedar Lake Protection and Rehabilitation District is sponsoring a project to experimentally control starry stonewort, an exotic algal species, in conjunction with a federal grant.

Project deliverables include: Entry of all data collected into excel spreadsheets, electronic copy of final report and entry of all CBCW data into SWIMS.

Specific project activities include: 1) Hand pulling of Starry Stonewort, 3 times a summer over a period of 3 years; 2) Placement of biodegradable mats interwoven with native plants in hand pulled areas; 3) Completion of annual sub P/I survey in the hand pulled area; 4) Completion of 3 annual full lake P/I surveys; 5) 100 hours of CBCW efforts annually; and 6) Development of a final report.

Special Conditions: The report should contain the following: 1) Maps showing the distribution of starry stonewort from the annual sub P/I surveys; 2) a summary of CBCW efforts; 3) discussion of the successes, challenges and failures of the project; 4) Maps developed from the annual full P/I surveys showing the distribution of the top 5 to 7 native species as well as starry stonewort and EWM; and 5) a map showing the location of the biodegradable mats.

Final deliverables include: 1) Documentation of SSW diver-assisted hand removal activities; 2) Sub-PI and PI survey information (data spreadsheets, reports and/or maps); 3) Summary of education/outreach activities

Activities include: 1) Two diver-assisted hand removal events annually in 2023 and 2024 (4 total), targeting SSW in the navigational lane coming out from the public boat launch; 2) Sub-PI surveys, performed before and after the hand removal events, to evaluate management activities (sub-PI surveys to be performed by Waukesha County and DNR staff); 3) Full PI surveys, performed after the second hand removal event annually in 2023 and 2024 (full PI in 2024 is tentative, pending results of 2023 monitoring; full PI surveys to be completed by contracted consultant); 4) Outreach/education to LCLPRD members and lake users via communications and volunteer engagement, along with Clean Boats Clean Waters (CBCW; funded by a separate CBCW grant)

Town Of Washington: Education Campaign To Collect Exotic Species At Boat Launch: The Town of Washington, in cooperation with the Eagle River Chain of Lake Association, is sponoring an education campaign on aquatic exotic species. This project includes the placement of signs, buckets, fenced in areas to store the buckets and designated collection areas at each of the 10 boat launch sites on the chain of lakes. The project also includes an education program including how to use the buckets to remove plant fragments from the lake, newsletters and news stories on aquaitc exotic species targeting lake users.

Washington County: Ais Education, Prevention & Planning Project: The Washington County Planning and Parks Department will hire a 3/4 time staff member to work with citizens on lakes in Washington County, WI. The purpose of the project is to increase citizen and agency knowledge on aquatic invasive species. The project will last three years. This project will: 1) Hold a minimum of 15 workshops and/or trainings (5-10 each year) to provide educational programming to lake groups regarding aquatic plant management plans and exotic species 2) Coordinate and train local volunteers using clean boats/clean waters watercraft inspection program protocol 3) Conduct a minimum of 600 hours of watercraft inspection (200 h/yr) 4) Install a minimum of 9 boat contamination facilities (3 per year) at heavily used boat launches 5) Provide outreach material and contacts to industry groups such as the bait and garden nursery industries (a minimum of 10 per year) 6) Monitor 60 traps (May through September) in Esquire Estates Pond in Germantown in 2014 to document the results of the eradication effort in 2011-2013 7) Serve as a coordinator for purple loosestrife biocontrol (beetles) and recruit volunteers 8) Implement the newly adopted countywide AIS strategic plan 9) Answer citizen inquiries regarding invasive species 10) Respond to reports of new AIS occurrences and partner with the DNR to develop a containment or eradication strategy where appropriate 11) Continue eradication efforts for curly leaf pondweed in Druid Lake in partnership with the local District. A full description of the project scope and deliverables is in the grant application, which is part of this agreement. The DNR will be provided with two paper copies and an electronic copy of the final report. The DNR will also be provided with semi-annual electronic reports. Big Cedar Lake Protection & Rehab. District: Prev - Big Cedar, Cd3 Waterless Cleaning System: The Big Cedar Lake Protection and Rehabilitation District is sponsoring a project to purchase and use a CD3 Boat Cleaning Unit for Big Cedar Lake.

Project final deliverables include: a report summarizing use of the unit each year.

Specific project activities include: 1) use of the CD3 unit at the Gonring launch; 2) electronic log of use of unit and tools; and 3) annual written summary of use of unit with statistics generated by electronic log.

Special Conditions: 1) The daily use log with location information shall be entered into the CBCW database; 2) The useful life of the CD3 unit is 8 years.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

If consultant is to provide final report, it is recommended that Grantee provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. Cedar Lakes Conservation Foundation: Acq-Big Cedar Lake Land Acquisition - Hembel Property: The Cedar Lakes Conservation Foundation will acquire 103 acres of land situated within a major subwatershed of and that drains toward Big Cedar Lake. The stream that passes through the property has been identified as a major source of nonpoint pollution responsible for cropland sediment loading to the lake. The primary goals of the property's management plan are (1) existing wooded portions of the land will be preserved in their natural state (2) certain wetland areas will be restored; lands associated with the stream, buffer strips, and grassed waterways will be maintained and managed by the lake district and (3) rental of existing croplands will be conditioned on the implementation of practices contaiend in the LCD cropland management plan. Croplands no longer rented for agricultural purposes will be planted in native species of grasses, shrubs, and trees. Eligible costs aer outlined on the attached Cost Estimate Worksheet.

Specific project activities include: 1) Collection of e-coli samples at 9 sites; 2) Sampling will occur 2 times a month in June and July and 3 times a month in August; 3) A total of 63 samples will be taken; 4) All SLOH results will be entered into an excel spreadsheet; 5) the resulting excel spreadsheet will be posted on the LCLPRD website; and 6) results will be discussed at a LCLPRD board meeting and the annual meeting.

Special Conditions: 1) All data shall be entered into the SWIMS database.

This scope summarizes the project detail provided in the application and does not negate tasks/deliverables described therein. Data, records, and reports, including GIS-based maps, and digital images, must be submitted to the Department in a format specified by the regional Lake Biologist.

Sweet Water - Se Wi Watershed Trust Inc: Nine Key Element Plan For Cedar Creek: Southeast Wisconsin Watersheds Trust (SWWT) is undertaking a project to draft a Nine-Key Element compliant sub-watershed plan for Pigeon, Ulao, Mole, and Cedar Creek, in Washington and Ozaukee Counties. The Nine-Key Element Plan combines the deliverables from River Management Grants RP30517 and RP30417, which funded the development and completion of two separate planning documents. Recognizing that a single document will facilitate more efficient plan development, administration, monitoring, and adoption, the scope agreements of deliverables for the two separate plans are now combined, as reflected below.

SWWT will undertake the following activities, with deliverables relating to those actions:

Develop a Nine Key Element Plan for Pigeon, Ulao, Mole, and Cedar Creek.

- Review and consult with stakeholders and partners within the sub-watershed to incorporate existing planning work and identify gaps and non-compliant elements of those plans.
- Conduct public outreach and survey in support of Plan development.
- Utilize EVAAL and STEPL modelling results, as well as Milwaukee River Basin TMDL allocations in the development of the Plan.
- Develop a final Nine-Key Element Plan for the Pigeon, Ulao, Mole and Cedar Creek sub-watersheds.
- Submit Nine-Key Element Plan to DNR and EPA and receive approval on the Plan.
- Provide to the Department a hard copy and electronic copy of the approved Plan.
- Provide to the Department a summary of the outreach conducted as part of Plan development, including Survey results, meetings held, and screen shots of advertising undertaken to promote Plan development.

Ozaukee County: Restoration Of Aquatic Connectivity - Mineral Springs: Ozaukee County will remediate up to two large-scale and up to two non-structural impediments to fish and aquatic life passage. Conduct remediation of Division Road Crossing: The preliminary anticipated remediation of the Division Road crossing is to utilize a series of cross vanes (i.e., rock bands) into the channel to backwater the structure and incorporate native substrate to increase channel roughness and concentrate baseflow. This will eliminate the perching effect, while mitigate high velocities in spring and excessively shallow baseflow. Conduct remediation at Oakland Avenue: The preliminary anticipated remediation at Oakland Avenue is to remove the accumulated rubble and former abutments. These activities will eliminate channel constrictions and pervious fill issues, allowing for free ingress and egress of migratory fish species. Ozaukee County will complete all requisite reporting and provide project records.

The project deliverables include the following: 1) site photos (before, during, and after construction), and professionally engineered project plan sets (if required for permitting) indicating that key passage criteria (e.g., flow velocities, channel slope, etc.) were met. 2) detailed expenditure records, and any other items as requested. 3) project results from ongoing County education and outreach programs, including press releases, presentations at local, regional, and national conferences, articles in County and partner newsletters, and regular updates on the Program\2019s website, Facebook, and Twitter pages.

Cedar Creek is a 28-mile, warm water stream that runs through Washington and Ozaukee Counties of Southeastern Wisconsin and flows into the Milwaukee River at river mile 28. Cedar Creek is part of the Great Lakes Basin, and ultimately the fate and transport of PCBs to the Milwaukee River and the Milwaukee River Area of Concern should be considered when exploring implementation actions for this TMDL. Despite the remediation efforts of Ruck Pond, human and ecological risks remain in effect downstream of the Ruck Dam in Cedar Creek to the Milwaukee River.

Cedar Creek WatershedWatershed History Note

The City of Cedarburg, in Ozaukee County, is located within the Cedar Creek Watershed. Just outside Cedarburg, one can find a covered bridge known as the Red Bridge. More than 40 covered bridges once dotted the Wisconsin landscape, but only the Red Bridge survives. Built in 1876, the original span measured 120' long and 12' wide. Its construction was of a certain type of pine found near Baraboo, Wisconsin. All of the timber and planks were cut and squared in a mill near that city. The lumber was then hauled to the proposed site on Cedar Creek where all pieces were fitted and set in place. The type of construction is known as lattice truss with interlacing 3 x 10 inch planks all held together by 2 inch hardwood pins and floored with three inch planking. It is now very rare. In 1927, a center abutment was placed to carry the heavier traffic of automobiles and trucks. Many reasons have been suggested as to why bridges were covered. Some say it was to shelter travelers in storms and others hint of refuge from the Indians. There are two more reasonable conclusions, to preserve the truss structure and the fact that the teams of oxen used by the area farmers had a fear of crossing the water on an open bridge and frequently balked. In 1940, the Ozaukee County Board voted to forever preserve this structure as an historic monument. In 1962, after 85 years of continuous service, the old landmark began a life of semi-retirement. A modern span was built beside the old bridge.
